Active vs. Passive Candidates: What are the Pluses and Minuses of each?

I’ve always found the practice of some to seek out those candidates who are already employed and not actively looking for work, while literally shunning those who are actively on the hunt, to be a curious one, especially since finding and hiring passive candidates often comes at greater expense in terms of time, recruitment cost and starting salary. Please share your thoughts, opinions and practices.
